Most governance systems record what happened. They store logs, capture traces, write audit entries after the fact.
That is necessary. It is not sufficient.

This is not a monitoring layer bolted on after execution. The governance is in the execution path. If the proof chain breaks, the action does not run.
Why Bounded Context Matters
Every agent operates within a knowledge boundary. The question is whether that boundary is captured, or merely assumed.
Most systems assume it. They rely on prompt history, retrieval context, or session state — none of which produce a verifiable record of what was actually in scope when the agent made its decision.
Bounded context changes this. Before the agent acts, its knowledge state is captured, hashed, and persisted. That snapshot becomes the anchor for everything downstream: the policy evaluation, the signed authorisation, the execution, and the replay.
The difference is not philosophical. It is structural. One approach reconstructs a narrative from fragments. The other produces a verifiable chain that either holds or breaks — with nothing in between.
If you cannot reconstruct the decision boundary, you cannot prove what the agent knew when it acted. And if you cannot prove that, your audit trail is a story, not evidence.
Three Questions — Answered With Proof
Every governed action must answer three questions. Not with logs. Not with inference. With cryptographic proof.
These three questions are the minimum bar for governed execution. If your governance layer cannot answer all three with verifiable evidence, it is observability — not governance.
What This Does Not Prove
This is just as important.
It does not prove model explainability, full reasoning transparency, universal compatibility across every stack, that every agent everywhere now runs this way, or that governance automatically solves all operational risk.
This milestone is narrower than that, and stronger because it is narrow.
It proves that a live cloud agent can execute through a governed runtime with a replay-verifiable decision-state snapshot.
That is enough for one milestone.
Why This Matters
As agentic systems move into real operations, the standard of proof has to change.
It is no longer enough to say we have audit logs, we have observability, we can reconstruct most of what happened.
The harder question is whether you can reconstruct the decision boundary itself: what context was in scope, what action was authorised, what was executed, and whether the chain still verifies afterward.
That is the missing layer we are building toward.

This milestone does not end the work. It clarifies the path.
From here, the next steps are about broadening the governed surface carefully: more action classes, richer product surfaces, additional execution environments, and tighter operational integration.
But the threshold has already been crossed.
